Error uploading Empty ROS Payroll

Hi,
 
I tried to upload a monthly payroll to ROS, which has no wage payments in it for last month.
This is the error I get:
Revenue Payroll Submission Error
A payroll submission must contain at least one payslip or a LineItemToDelete.
 
I had to create the payroll entry manually in ROS.
