Hi Mike,
The app doesn’t work after Apple made certain restrictive updated in the latest iOS 9.2.X release.  We’re working on a new mobile app which will include the receipt upload feature.  in the meantime, you could upload the photos to you dropbox/google drive account, and attach them to the bills you create in Bullet
