Wrong 2013 USC Rate 2?

USC Rate and USC Rates In Bullet Online Accounting Software

I just noticed that I set my 2013 USC Rate 2 Yearly Cut-Off to €4,430.00 as listed on my Tax Credit Cert (Rate Band 2 / The amount of your income chargeable at 4%). Should this have been 7% rate of €19,110.00 like you suggest in the form field)? If so, did I overpay or under pay USC from my company to me as an employee?
