short question – does both the director of limited company and secretary of the limited company need to have salary ? If yes then I suppose that they should be paid the minimal wage.

Nope, is a short answer then they’d be an employee. Here is a brief break down.
Director – Runs the company, but she can be silent director or active director. But, they have accountability.
Shareholder – They own the company, and have no accountability.
Employee – They work for the company and are the responsibility of the company.
You can be a Director & Shareholder & Employee, or just an Employee or any combo.
